FSUS JCL Constitution:

The Constitution and Bylaws of the

Florida State University Chapter of the Junior Classical League

Constitution 
Article I General 

​

Section 1.

The name of this organization shall be the FLORIDA STATE UNIVERSITY SCHOOLS CHAPTER OF THE JUNIOR CLASSICAL LEAGUE, or FSUS JCL. 


Section 2.

The objectives of this organization shall be to enhance and promote the appreciation of the classics, and culturally enrich both the subscribers hereto and the community. 


Section 3.

This organization shall represent the NATIONAL JUNIOR CLASSICAL LEAGUE and the FLORIDA JUNIOR CLASSICAL LEAGUE at the Florida State University Schools and surrounding community, and the authority of its constitution and the adjuncts thereto is hereby recognized as the basis for the administration of League affairs. 


Section 4.

The provisions included in the current edition of Robert's Rules of Order (Parliamentarian) shall govern the proceedings hereunder in all cases to which they may be applicable, not being inconsistent with the provision of the policies and/or regulations of any administrative or governmental entity exercising jurisdiction over this organization, or with this constitution or any bylaw adopted by the league. 


Section 5.

The activities of this organization shall be regulated by the determination of the Florida State University Schools’ administration. 


Section 6.

The emblem of this organization shall be a torch with the phase ‘FSUS Junior Classical League’ inscribed across the middle, all of which will be encircled by a laurel wreath with a small opening at the top.. 


Section 7.

No act of this organization or section of this constitution or it bylaws may conflict or be construed so as to conflict with the constitution, bylaws, or acts of the NATIONAL JUNIOR 
CLASSICAL LEAGUE, the FLORIDA JUNIOR CLASSICAL LEAGUE, the CLASSICAL ASSOCIATION OF FLORIDA, or the AMERICAN CLASSICAL LEAGUE. 


Section 8. The Executive Board shall have the authority to nullify, by unanimous vote, any act of this organization or constitution that it feels will greatly interfere with the legitimate operations of this organization. 


Article II 
Membership 


Section 1.

Any student at the Florida State University Schools may become a member of the JUNIOR CLASSICAL LEAGUE upon enrollment in a latin class or having completed any level of Latin. 


Section 2.

Any student at the Florida State University Schools with a sincere interest in the classics, who is not currently enrolled in a Latin class, may become a member of the JUNIOR CLASSICAL LEAGUE upon confirmation with the school’s JUNIOR CLASSICAL LEAGUE sponsor. 


Section 3.

Annual dues for the members of this organization shall be established by the NATIONAL JUNIOR CLASSICAL LEAGUE and the FLORIDA JUNIOR CLASSICAL LEAGUE each year, and upon payment, each member shall enjoy the privileges and rights of membership throughout the year. 


Article III 
Officers 


Section 1.

The officers of this organization shall be a President, Vice President, Parliamentarian, Historian, Fundraising Coordinator, Technology Coordinator,Secretary, Editor, and Junior Division Representative. 


Section 2.

The elected officers’ terms of office shall commence at the Business Meeting they are elected to office, upon installation; appointed officers’ terms of office shall commence the following appointment. All terms of office shall end on the corresponding date the next year, or when the succeeding officer is named. (2015) 


Section 3.

Each officer will be in good standing with FSUS at the time of their election/appointment/confirmation and must remain in good standing with his school throughout his term of office; and at the start of his term of office will have completed one year of a classical language. In addition, all candidates for office must have previously attended a FLORIDA JUNIOR CLASSICAL LEAGUE forum or the regional, state, or national level. 


Section 4.

No person will be eligible as a candidate who, at the time of the election, shall have exceeded the eleventh grade. 

Section 5.

The officers elected at the Spring Business Meeting of this organization shall be the offices of: President, Vice President, Historian, Parliamentarian, Secretary, Fundraising Coordinator. (2015) 


Section 6.

The offices of Editor and Junior Division Representative shall be appointed by the sponsor of this organization and the Chairman of the Executive Board. (2015) 


Section 7.

All officers of the FLORIDA STATE UNIVERSITY SCHOOLS CHAPTER OF THE JUNIOR CLASSICAL LEAGUE shall be enrolled in a Latin class, completed at least one year of Latin, or have completed all Latin classes offered. 


Section 8.

All officers of this organization shall comprise the Executive Board, along with the organization’s sponsor. Furthermore, the sponsor shall determine the Chairman of this committee. 


Section 9.

Any member of this organization wishing to run for FLORIDA JUNIOR CLASSICAL LEAGUE or NATIONAL JUNIOR CLASSICAL LEAGUE office shall receive confirmation from the chapter’s sponsor and the Executive Board. From there, they shall follow standard protocol in declaring candidacy and running for office as established by the FJCL and NJCL constitutions. 


Section 10.

In the event of the removal of the President, following order shall be used to fill the presidency: Vice President, Parliamentarian, Fundraising Coordinator, Historian, Secretary, Editor, and Junior Division Representative. However, the officers are entitled to a Right of Refusal to decline the presidency, in which case the aforementioned order shall be used in filling the presidency. (2015) 


Article IV 
Duties of Officers 


Section 1.

It will be the duties of the President to preside and preserve order and general assemblies, Business Meetings, officers’ meetings and forum fellowships and caucuses, to represent the organization at all public occasions necessary, to appoint all necessary committees, and to serve as an ex officious member of all committees. 


Section 2.

It will be the duties of the Vice President to assist the President in club related functions and to perform the duties of the President in the event of their absence and to deal with the correspondence and publicity of this organization. The Vice President shall be responsible for coordinating spirit efforts and activities. If the President is removed from office, the Vice President shall become the President. (2019) 


Section 3.

It shall be the duties of the Historian to take pictures of all club related events and then create and maintain a scrapbook documenting said events for submission at the State Latin Forum. 


Section 4.

It will be the duties of the Fundraising Coordinator to plan and chair fundraising efforts for this organization. They shall keep a record of all finance transitions as a result of said fundraising efforts. In the event that the historian cannot attend said about club they will acquire / responsible for pictures. 


Section 5.

It will be the duties of the Secretary to record and keep record of minutes of club meetings, including but not limited to, general assemblies, officer meetings, and Business Meetings, and to submit a copy of said minutes to the President and Sponsor of the organization within two weeks. (2019) 


Section 6.

It shall be the duties of the Parliamentarian to interpret the constitution, as necessary and proper, and to submit in writing the rationale for interpretations to the Sponsor of this organization, to chair all business and constitutional meetings, and to publish at least one edition of the club newsletter containing candidate information for voting at business meeting. They shall also be the officer presiding over election and campaigns. 


Section 7.

It shall be the duties of the Technology Coordinator to serve as a lesion between this organization and various local media outlets. They shall also be responsible for managing this organization's website. 


Section 8.

It shall be the duties of the Editor to supervise the creation and publication of this organization’s newsletter, the Clamor Pugnae. (2015) 


Section 9.

It shall be the duties of the Junior Division Representative to serve as a liaison between the Executive Board and Junior Division. (2015) 


Article V 
Finances 


Section 1.

The amount of the debt of this organization shall never exceed its anticipated assets. 
Section 2. No expense account will be accepted until a detailed report of these expenses is presented to the Executive Board.

Section 3.

Registration fees for Regional, State, and National fora shall be established by their respective Planning Committee, with additional fees added on for this organization's individual activities. These fees shall be paid by the individual students planning on attending each forum. 


Section 4.

In the event that the FLORIDA STATE UNIVERSITY SCHOOLS CHAPTER OF THE JUNIOR CLASSICAL LEAGUE ceases to exist as an organization, any funds remaining after all obligations have been paid will be sent to the NATIONAL JUNIOR CLASSICAL LEAGUE. 


Article VI 
Meetings 


Section 1.

Members of this organization enrolled in the same testing category, as per JCL standards, shall meet at the discretion of the Category leader, who determines when and where the category members congregate. 


Section 2.

General, all member meetings shall be called on an as needed basis by the President, Executive Board or Sponsor of this organization, with at least one week's notice. 


Section 3.

Two semi annual Business Meetings shall occur over the course of the school year, once in the fall; the other in the spring following the State Latin Forum. 


Section 4. 
A. The officers shall meet within two months of the commencement of the school year. 
B. The officer show me one month prior to each forum at which members of this 
organization attend. 


Section 5.

A meeting of the Executive Board can be called on notice of at least five days by either the President or Sponsor of this organization or the Chairman of the Executive Board. 


Section 6.

The new and retiring officers shall meet within one week after the Spring Business Meeting where officer elections take place.

 

Article VII 
Elections 


Section 1.

In order to be eligible for candidacy for an elected office, an individual must be eligible to hold the office for which they intend to run; must be in good standing with their school; and must submit a complete declaration of candidacy form to the Parliamentarian, which shall include their declaration of the office for which they intend to seek candidacy, as well as their affirmation of their eligibility to hold office and intent to serve if elected. 


Section 2.

Election procedures: Each student present at the Business Meeting shall serve as a voting delegate. The power to vote shall be vested solely in these delegates. 
A. Voting procedures: Voting delegates shall vote by secret ballot at the Business Meeting. 
There shall be as many votes as voting delegates present at the Business Meeting. B. Proxies: No form of proxy votes shall be allowed. C. A candidate must receive a majority of the votes eligible to be elected to an office. D. Should no candidate receive a majority, the voting delegates shall vote again, voting only 
upon the two leading candidates. Should no candidate have received a majority after the delegates have voted a second time, the office shall be declared vacant and shall be filled according to the procedure prescribed in Article VII, section 5 of this constitution. 

 

Section 3.

A tally committee shall be formed of this organization's current President, Vice President, and Parliamentarian overseen by the sponsor of this organization. In the event that one or more of the current officers on this committee are candidates for office, they shall be replaced by another current JCL officer at the discretion of the sponsor. This committee shall hold the responsibility of counting the secret ballots cast by the voting delegates and announcing the winners of the elections. Those ballots shall be kept in the care of this organization’s sponsor for a reasonable amount of time. 


Section 4.

Members shall not be prevented to individually campaign for office. Any member of this organization found doing so will have their name removed from the ballot. 
A. Publication of candidate information in the chapter newsletters shall be the only 
permitted form of active campaigning 


Section 5.

The Executive Board will, by appointment, fill any vacancies that occurred in elective offices with the exception of the presidency (refer to Article III, Section 10 and Article IV, Section 2). If the Executive Board fails to fill the vacant position within a reasonable amount of time, the vacancy shall be filled by the appointment of the sponsor of this organization. 


Section 6.

Each Officer upon installation Shall affirm: 
“ I, (name), do solemnly affirm that I will faithfully execute the duties of the office of (office) of the FLORIDA STATE UNIVERSITY SCHOOLS CHAPTER OF THE JUNIOR CLASSICAL LEAGUE; will diligently work to serve the best interests of the league; and will defend, protect, and uphold its constitution, to the best of my ability.” 
However, absence from the installation ceremony shall not prevent any legitimately elected, duly qualified officer from assumption of the duties of their office. 


Section 7.

In the event that there shall be no Spring Business Meeting, the President of this organization in conjunction with the sponsor of this organization shall provide for the election of the officers in a different form. 


Section 8.

In event that there are less than two candidates for an elected office, nominations for the office will be accepted at the commencement of the Spring Business Meeting, following the ‘Call to Order’. Such nominees must ensure the approval of the sponsor of this organization. 


Article VIII 
Impeachment 


Section 1.

Whenever three officers, or five members of this organization, should transmit a petition for the impeachment of any officer to the sponsor of this organization, they shall then notify the accused and initiate impeachment proceedings within two weeks. 


Section 2.

The petition shall specified charges based on the following classes of misconduct: 
A. abuse of office; B. hampering this organization of any of its agencies and its legitimate endeavors; C. official negligence; D. violation of this constitution its bylaws or convention rules; and E. any behavior unbecoming an officer. 

Section 3.

The charges shall be distributed to every officer by the sponsor of this organization, who shall guarantee the right of the accused to an adequate defense. No conviction may occur until the sponsor should be satisfied that adequate defense has been made. 


Section 4.

The Executive Board shall try the accused, whose privilege's as a member shall be suspended for that meeting. A two-thirds majority vote by a secret ballot shall be required for conviction, in which case the accused shall immediately relinquish his office. 


Section 5.

The dismissal of an officer for any reason must be accompanied by the reasons for dismissal, submitted in writing to the President and sponsor of this organization. 


Article X 
Ratification 


This constitution will go into effect as soon as two-thirds of the voting delegates of this organization have ratified it. 


BYLAWS


Section 1.

The sponsor(s) of this organization will have no vote and pending matters for me enter into discussion. 


Section 2.

Duplicates of all official correspondence of his organization will be sent to the President and sponsor of this organization. 


Section 3.

The opening and closing remarks of each general assembly of this organization will be given by individuals to me chosen prior to each meeting by the President of this organization 


Section 4.

In the event a member of this organization who violates any rules established by the NJCL, FJCL, or FSUS JCL at any forum or convention, a Disciplinary Board shall be formed. This committee will consist of the President, Vice President, Parliamentarian, and sponsor of this organization, who shall determine the punishment of the offender, following examination of the evidence presented. If the offender is a member of the Disciplinary Board, their privilege as a member of this committee shall be suspended and shall be replaced by a different member of the Executive Board.
